簡策、符牘皆國家奇要之物，書大少之事，合君臣之信，故用之耳。授此異物，令心信伏，後乃著之。

Bamboo slips, tallies, and registers are all strange and important objects of state, used to write of major and minor affairs and tally the trust between ruler and minister; therefore he uses them. Bestowing these strange objects causes their minds to submit in faith, and afterwards he possesses him.
