"This is the exhaustion of the obstacle of retribution. Because craving and desire are abolished, there are no moistening defilements; because faculties do not match objects, there is no karmic nature. Even if there are seeds of karmic suffering, without moistening they do not arise; exhausting this retributive body, it continues no further, which means being born in the Land of True Retribution. This is the demise of delusion, karma, and suffering, with no principle of moistening birth, which is the meaning of 'dry'."
