沙門乘如等言：伏奉今月十七日中書門下勅牒，令天下僧尼并誦尊勝陀羅尼者，自天明詔抃躍無任，乘如聞，大雲普覆三草皆滋，皇澤一施萬物咸潤。伏惟

The monk Chengru and others say: Reverently receiving the official dispatch with the imperial decree of the seventeenth day of this month from the Secretariat-Chancellery, ordering monks and nuns throughout the realm to chant the Uṣṇīṣavijayā Dhāraṇī together, at this luminous edict from Heaven our leaping for joy knows no bounds. Chengru has heard that when the Great Cloud covers everywhere, the three classes of herbs all flourish; when the August Favor is once bestowed, the myriad things are all moistened.
