僧者，以和為義。若不齊集，相有乖離；御法則無成決之功，被事必據入非之位。故建首題集僧之軌度，後明來處之通局。

"Saṃgha" has harmony as its meaning. If they do not assemble together completely, the outward form is divided; then the execution of the procedural rules will lack the efficacy of conclusive settlement, and the matters undertaken will inevitably fall into improper status. Therefore, the opening title establishes the norms for assembling the saṃgha, and subsequently explains the scope and delimitation of where they come from.
