1.139

初明是淨僧，相違故不足者。《四分》：不足數中，所為作羯磨人、神足在空、隱沒、離見聞處、別住、戒場上，六人。餘者非無此義。故捨戒中，顛狂、瘂聾、中邊、死人、眠人、自語前人不解，並不成捨。謂不足數也。

First, explaining that although they are pure saṃgha members, they do not make up the quorum due to an incompatibility in external signs: in the Dharmaguptaka Vinaya, among those who do not make up the quorum, there are six persons: the person for whom the karman is performed, one whose supernatural power keeps him in the air, one who has submerged, one separated beyond sight and hearing, one undergoing parivāsa, and one on the ordination platform. The others are not without this principle. Thus, regarding relinquishing the precepts, the insane, the mute, the deaf, persons of the middle or border regions, the dead, the sleeping, and those whose speech is not understood by the person addressed—none of these successfully relinquish the precepts; this means they do not make up the quorum.
