Matters arise unpredictably, and legal norms deviate from constant emotional inclinations; therefore, one faces the inclination and accords with the mind; when the mind is in accord, there is no error regarding the Dharma, hence it is called chanda ('consent' or 'desire'). However, feelings and affairs run contrary to each other, so legal measures are established to examine them; when examined, any affair will certainly become clear; since it is clear, it is discriminated against specific categories. First, the conditions are clarified; afterwards, the procedure of chanda is clarified. In the first part, there are three sections: 1. The intent behind the institution, explanation of the name, and clarification of the essence. 2. Allowances and prohibitions. 3. Determining the propriety or impropriety of conditions.
