初中制意者。凡作法事，必須身心俱集，方成和合；設若有緣，不開心集，則機教莫同，將何拔濟！故聽傳心口，應僧前事，方能彼此俱辨。緣此故開與欲。

First, regarding the intent behind the institution: whenever performing a legal act, both body and mind must assemble together before harmony is achieved; if there are exigencies and mental assembly is not permitted, the capacities of the monks and the teaching would not align, and how could deliverance be effected? Therefore, it is permitted to convey the mind and speech to respond to the saṃgha's preceding business, so that both sides can be fully accomplished. Because of this circumstance, granting chanda was allowed.
