言如法僧事者，簡非法事，不須欲也。若非法緣，如〈眾網〉中。此但言如法，則令僧諸法事，皆通作無障。
The phrase 'legal affairs of the saṃgha' excludes affairs contrary to the Dharma, for which chanda is not required. If there are conditions contrary to the Dharma, they are as in the 'Community Net' (Zhongwang) chapter. Simply saying 'legal' here allows all the saṃgha's legal acts to proceed unobstructed.
