Third, explaining with respect to the persons: there are also three types of persons. First, defining the saṃgha: in the saṃgha there are four [or more], as previously stated. Exclusively when performing a karman, if there are people within the boundary, all must assemble; if someone does not come, it becomes a separate saṃgha, as in the 'Requisite Quorum' [chapter]. They may only conduct communal rites. Beyond this, face-to-face and mental-intention rites, both the rite and the matter, are strictly prohibited [for the saṃgha]. For two or three persons, two types of rites are established. If performing a communal face-to-face rite, when there is no saṃgha in either boundary, they assemble fully to perform it. If the number reaches four, it is invalid, and they must change the rite. If performing a face-to-face rite, the two persons perform it respectively without hindering each other. If there are bystanders who must be questioned: for thirty [niḥsargika-pāyattika] forfeitures and confessions, one must question the bystanders; for ninety pure pāyattika, merely facing [one person] is sufficient; there are also cases where questioning is universally required, namely when under the same shelter, or within the designated open-ground area, therefore one must question them; but if they are outside with an obstacle, universal questioning is not required. When keeping a robe or declaring purity, whether universal or individual is not discussed. If it is mental intention, it is entirely not their domain. If there is such a matter, perform it according to the circumstances. One person's mental intention is done alone within the boundary. If performing a communal mental-intention or face-to-face mental-intention, only when there is no one in the boundary is this rite accomplished; if there is even one person, it is called an unlawful separate saṃgha. As for what is performed, it is as in the preceding rites. If performing a pure mental-intention rite, whether together or separate is not considered.
