In the first part, there are three clauses: First, 'Let the venerable saṃgha listen' addresses the assembly to listen again; since the matter is not minor, they should attentively attend to the vocal signs, which are the condition for decisive determination. Second, 'This so-and-so, down to: whosoever of the elders consents' properly distinguishes and reiterates the conditions and the basis; that is, 'the saṃgha now confers the precepts upon so-and-so, etc.', weighing its permissibility. Third, 'The saṃgha now confers the full precepts upon so-and-so, down to: let him who does not consent speak' simply reiterates the basis, decisively determining its accomplishment. 'A second and third time it is also like this' is because with only one proclamation the matter is not accomplished, whereas with too many the rite would become irregular and invalid; the prescribed limit is set precisely at this.
