問：得對尼等四眾及以白衣作法不？答：不得也。律令至不見不聞處，方作羯磨，除所為作羯磨人。《摩得伽》、《十誦》云：白衣前說戒成者，除為瓶沙王等。除王眷屬民將；獨為王說，令心淨故。

Question: May a rite be performed facing the four assemblies such as nuns, or laypeople? Answer: It is not permitted. The Vinaya requires going to a place where one is neither seen nor heard before performing a karman, with the exception of the person for whom the karman is being performed. The Mātṛkā and Daśādhyāya-vinaya state: reciting the precepts before a layperson is valid only in exceptions made for King Bimbisāra and others. This excludes the king's retinue and generals; it was recited for the king alone in order to purify his mind.
