Second, explaining the proclamation of marks: Having first assembled the saṃgha within the natural boundary, one bhikṣu, fully observing proper deportment, proclaims: 'May the venerable saṃgha listen! I, the bhikṣu, proclaim for the saṃgha the marks of the small boundary of the ordination platform on the four sides. From inside the marker at the southeast corner of this place, running west along the rope to the southwest corner marker; from here, running north along the inner side of the rope to the northwest corner marker; then running east along the inner side of the small wall to the northeast inner corner of the small wall; from here, running south along the inner side of the wall back to the southeast corner marker. This completes one circuit of the outer marks of the ordination platform.' Having recited this three times, the karman master asks, 'What is to be done?' The reply is, 'The karman to demarcate the ordination platform.' 'May the venerable saṃgha listen! The bhikṣus of this residence state the marks of the small boundary on the four sides. If the saṃgha's time has come and the saṃgha approves, may it listen: The saṃgha now within these marks of the small boundary on the four sides demarcates an ordination platform. This is the motion.' 'May the venerable saṃgha listen! The bhikṣus of this residence state the marks of the small boundary on the four sides; the saṃgha now within these marks of the small boundary on the four sides demarcates an ordination platform. Whichever elders approve that the saṃgha now within these marks of the small boundary on the four sides demarcates an ordination platform, remain silent; whoever does not approve, speak!' 'The saṃgha has approved that within these marks on the four sides the demarcation of an ordination platform is completed. It is because the saṃgha approves and is silent. Thus is this matter upheld.' Once demarcated, the remaining monks should sit for a while. One should take four or five people who understand the procedural rules, enter within the great boundary, and sit down properly. Only when it is gathered that there is no one [else] in the boundary should the karman be performed.
