雖有前過，三根明委，問答有差，不得舉他。文云：若無根，破戒見、威儀、正命，與作訶責，是名非法羯磨；反上如法。然此治法，不必大罪；但令聖所制學，愚闇自纏，皆得加罰。文云：若不知不見五犯聚，謂波羅夷乃至吉羅，與作訶責。

Even if there are the aforementioned faults, unless the three grounds are clear and detailed, and the questions and answers are without discrepancy, one may not accuse the other person. The text says: 'If without grounds regarding breaking precepts, views, deportment, or right livelihood, one performs a censure against him, this is called an un-Dharmic karman; the opposite of this is according to the Dharma.' However, this disciplinary method does not necessarily require a major offense; as long as he is entangled in ignorance regarding what was enacted by the Sage to be studied, he may be penalized. The text says: 'If one does not know and does not see the five classes of offenses, namely from pārājika down to duṣkṛta, one performs censure against him.'
