However, the assembly values senior and venerable elders who, through their own effort, lead and urge them on, so that they are able to advance on the path. If an elder does not know himself, wrongly gathers followers, and clings foolishly to his own group without mutual growth and benefit, he is termed "junior and deficient". Therefore, in the Vinaya, though Ānanda's hair was white, Kāśyapa called him "junior and deficient", rebuking him: 'Your assembly is about to be lost; you, junior bhikṣu, both fail to properly guard the sense faculties, are greedy and insatiable, unable to practice diligently in the early and late night, and roam about to various households merely destroying grain; your assembly shall be lost.' Proved by this text, Ānanda understood the marks of dharmas well and was moreover an aśaikṣa, yet he was still censured; how can the rest of us, ordinary and lowly, make light of ourselves? If one truly wishes to direct the assembly in these times, to sustain and protect the Dharma, one must be pure and prudent in one's own conduct, firm and upright in noble integrity, broadly versed in Vinaya characteristics, knowledgeable in both vehicles, observant of the requirements of the times, and thoroughly understanding of human character. Only such a person may follow the above text to guide and govern a locality.
