若有將被罰者，眾主比丘依律告云：「眾僧可畏，具知三藏，有大勢力，道俗欽仰」等。猶不捨者，又云：「彼眾既有大力，若有違犯正教，必舉治汝！」又不捨者，應言：「非唯舉治而已，更奪三十五事；不復往來迎送，同僧法事，乃至不足僧數。」如是種種示已，若不受諫，集眾和舉之。

If someone is about to be punished, the head bhikṣu of the assembly should instruct him according to the Vinaya, saying: 'The assembly is awe-inspiring; fully knowing the Tripiṭaka, possessing great authority and power, revered by monastics and laypersons alike,' and so on. If he still does not desist, say further: 'Since that assembly has great power, if you violate the correct teachings, they will certainly bring charges and discipline you!' If he still does not desist, one should say: 'Not only will they bring charges and discipline you, they will further strip you of the thirty-five privileges; there will be no more coming and going to receive or see you off, or sharing in the saṃgha's ritual transactions, and you will not even count toward the saṃgha's quorum.' Having instructed him in various such ways, if he still does not accept admonishment, assemble the saṃgha and collectively bring charges against him.
