1.68

二謂行教。唯局於內眾。定其取捨，立其網致，顯於持犯，決於疑滯；指事曲宣，文無重覽之義；結罪明斷，事有再科之愆。

Second is called the teaching of conduct. This is confined solely to the internal assembly. It determines what to adopt and what to reject, establishes the regulatory net, reveals observance and transgression, and resolves doubts and deadlocks. Pointing to specific affairs, it proclaims them in detail, with texts that leave no need for second reading; in determining offenses with clear judgment, an affair may incur repeated penalties.
