First, explaining the seven conditions for monastic rotation: first, there is a donor; second, it is an invitation by monastic rotation; third, it involves the five staple foods and is at the proper time; fourth, a quorum is formed at the eating place; fifth, knowing that there are good bhikṣus within the boundary who have not eaten, one fails to assemble them; sixth, there are no valid reasons; seventh, an offense is incurred with every swallow. The Sarvāstivāda-vinaya-vibhāṣā states: 'If a donor provides food in two places within the monastic boundary, one should invite the saṃgha at the upoṣadha hall, or send one portion of food; one's own place need not involve succession. If within the village boundary there is no monastic boundary, and two donors each invite four or more persons to eat in two places, the gaṇḍī should be struck, one person should be mutually invited, and one portion of food mutually sent; if another different bhikṣu enters, succession must also be observed again. Or, what was initially a monastic rotation later becomes an individual invitation, as when there are visiting monks who are obstructed and not permitted to enter; if not obstructed, though initially an individual invitation, it later becomes a monastic rotation.' The rule established as above explains monastic rotation.
