餘戒或有病緣，通開。不恭敬聽法者，唯開王及大臣也。良由佛法廣流天下者，必假王力故也。初雖開聽，為在通法，被及黔黎；後必虔仰，故無開法。

The remaining precepts may have circumstances of illness, which are generally permitted. For listening to the Dharma disrespectfully, it is permitted only for kings and great ministers. This is truly because the widespread circulation of the Buddha's Dharma throughout the world necessarily relies on royal power. Although initially allowed, it is for the sake of propagating the Dharma so that it reaches the common people; later, they will surely revere it, so no allowance is made for expounding the Dharma [disrespectfully to ordinary people].
