二就位。無學人德圓，故戒行勝；三果企求未息，戒行為劣。內凡、外凡，相望漸弱。

Second, in terms of spiritual rank. For a person of no-learning (aśaikṣa), virtue is complete, so precept conduct is superior; for the three fruits, seeking has not ceased, so precept conduct is inferior. Inner ordinary beings and outer ordinary beings become progressively weaker in comparison.
