Fifth, the eight matters permitted during famine. In the Dharmaguptaka Vinaya: because grain and rice were extremely expensive, the people were starving, and almsfood was hard to obtain, and even when a little food was obtained, it was carried off by thieves; out of compassion, the Buddha permitted keeping food together overnight within the boundary, cooking within, cooking by oneself, taking food by oneself; food of both saṃgha and laypeople, fruits of both water and land, and all without performing the rite of leftovers. If determining the offenses, eight offenses should be exempted: keeping overnight within, cooking within, cooking by oneself, impure touch, not formally receiving, eating after being satisfied, leftovers kept overnight—these three pāyattikas and four duṣkṛtas, with destroying life added by deduction; as for water and land fruits, eating them without formal receipt, how could that make them pure? The Vinaya states: 'If times become plentiful again, and one still eats relying on the permission; the Buddha said one must not, and should be dealt with according to the Dharma.' The Daśādhyāya-vinaya says: 'During times of famine and scarcity, after eating, one may take away the leftovers and inform the donor.'
