Indeed, monastics and laypeople assist each other more closely than a form and its shadow; although appearance and rules are distinct, that toward which they tend is the same. Therefore, when a śramaṇa dwells in the world, conditions for the Path must be established; if one does not rely on their external protection, there is no mind to take refuge in the Dharma; having received offerings to sustain the body, it is logically necessary to use the Dharma to deliver the laity. Thus to illuminate the sun of the Buddha, maintain the era of the semblant teaching, cause the correct Dharma that has faded to flow again, and re-establish the monastic assembly that has declined—does it not rest on this! Yet in this degenerate age, those of scant knowledge are truly many, and those who understand the Vinaya and discern the proper timing are few. Their teaching comes merely from their throats and minds, without any interpretation of that correct teaching. Therefore, their actions arise against the Dharma and their words become false and loose; on the contrary, they produce unwholesome results—how can this be called guiding and receiving? This is all because they lack inner discernment and invent rules out of their own opinions. Thus the Samantapāsādikā states: 'Those who follow evil do so entirely out of lack of wisdom; falsely understanding the Buddha's teachings, they slander the Tathāgata, create various evil karmas, and broadly give rise to wrong views.' Now, to admonish and instruct those who have not heard, and to elucidate the sage's intent, I shall first clarify the rules and demeanor for expounding the Dharma and the methods for receiving precepts; next, distinguish the respect shown to parents; and finally clarify the formal regulations for men and women entering the monastery.
