有人言，下三眾，律並制罪者，謂是剩結，非是實罪。此是人語，聖教正翻實錄，彌須敬行。

Some say that when the Vinaya assigns offenses to the lower three assemblies, these are superfluous designations and not real offenses. These are merely human words; the sacred teaching is an authentic record accurately translated, and must all the more be reverently practiced.
