Second, explaining the required numbers of monks and nuns: There are cases where, after performing the fundamental procedure, someone takes only two or three nuns and escorts the candidates who completed the fundamental procedure to the bhikṣus to receive the precepts. If one relies on the Vinaya text, the bhikṣuṇī-saṃgha must escort the candidates to the great bhikṣus; furthermore, the text says that the two divisions of the saṃgha must both be fully complete; thus we know there must be twenty monks and nuns. The *Mahāsāṃghika Vinaya* states: The ritual for a nun receiving the precepts is called ‘the twenty-member assembly’; since there is a fixed number, the aforementioned practice is un-Dharmic. The *Pañcavargika* contains an explicit text stating: That upādhyāyikā and the ācāryikā assemble another ten nuns and proceed into the bhikṣu-saṃgha, kneeling on both knees a short distance before the karmakāraka, and beg for the precepts.
