《十誦》：因梨昌設供在露地，佛令白二作淨內中。後外道譏言，禿居士舍，作食及倉簞，與白衣何異？佛令僧坊外作食，後為煙火起，人來索，食少。從今日後，不聽作淨地羯磨；若作，犯吉羅；先作，應捨。出二十四卷中。人便妄用，云不須更結。

The Daśādhyāya-vinaya states: Because the Licchavis prepared an offering in the open ground, the Buddha instructed that a jñapti-dvitīya [karman] be performed to make [the space] pure within. Later, tīrthikas slandered them, saying, "The residences of these shaven-headed kulapatis prepare food and keep granaries and storehouses—how do they differ from laypeople?" The Buddha instructed that food be prepared outside the monastery. Later, because smoke and fires arose, people came demanding [food], and the food was insufficient, [the Buddha ruled]: "From this day forward, I do not permit performing the karman to establish pure ground (kappiya-bhūmi). If one performs it, one commits a duṣkṛta. If it was previously performed, it should be relinquished." This appears in the twenty-fourth fascicle. People have mistakenly applied this, asserting that one need not establish [a boundary] further.
