Fourth, although in essence having violated the Dharma, they can accomplish saṃgha affairs: in the Dharmaguptaka Vinaya, the four persons—those subjected to rebuke, banishment, dependence, and prohibition from visiting lay households—are qualified for all karmans; but because they are being disciplined by the saṃgha, they cannot lodge a protest. The four persons undergoing concealment, parivāsa for the original offense, the six nights [of mānatva], and mānatva rehabilitation, together with three in the Daśādhyāya-vinaya who have completed concealment, completed parivāsa for the original offense, and completed the six nights—totalling seven persons—do not make up the quorum for karmans concerning saṃghāvaśeṣa and so forth; but this does not prevent them from qualifying for other procedures.
