Precept three on the robe during the period of hoping for the month: This precept concerns someone who has only the three robes and obtains a small amount of cloth material to replace an old robe; because it is insufficient, the Buddha permitted one month; keeping it beyond the limit was therefore prohibited. A bhikṣu who keeps extra robes performs the formal purification upon receiving them, so he does not need this precept. Six conditions constitute an offense: 1. Old and worn three robes; 2. The cloth material is meager and insufficient; 3. For the sake of changing the three robes, planning to replace the old ones; 4. Not performing formal purification while making the three robes; 5. Having no causal conditions (same as for extra robes); 6. Committing an offense upon exceeding the limit. This precept has three periods: the first ten days are always permitted; if one obtains it between the eleventh day and the twenty-ninth day, one makes and completes it according to the days, and no further allowance may be made; on the thirtieth day, whether one obtains [the rest] or not, whether it matches or does not match, it is uniformly limited. The *Mahāsāṃghika-vinaya* states: In ten days, one immediately makes it; when making the robe, other people assist one in washing, dyeing, stretching, cutting, sewing long, sewing short, boiling, and dyeing, and after making it pure, one formally undertakes and holds it; if one fears it cannot be finished, one quickly finishes it with coarse stitches and formally undertakes and holds it, and later sews it more finely. According to this Vinaya, simply basting and cutting excuses one from the fault of an extra robe. If all three are old and all are differently deficient, one month is permitted for all; if the saṃghāṭī matches and is sufficient within the limit, but the cloth material for the lower two robes is meager and insufficient, one also incurs the offense of an extra robe. Because one possesses old and worn three robes, it is not a direct replacement. Therefore, the text states: 'According to the quantity of cloth material, all must be relinquished.' The rest are allowed in the same manner as extra robes.
