Precept 14: Making three robes in less than six years. Six conditions constitute it: first, possessing old bedding for less than six years; second, not relinquishing the old one to others; third, the saṃgha does not grant permission; fourth, making another new one; fifth, for oneself; sixth, completing it immediately constitutes the offense. The Mahāsāṃghika-vinaya states that an aged or sick person who maintains a felt saṃghāṭī for less than six years must not make another. If one's body is not emaciated and one's complexion is not bad, addressing the karman assembly will in every case fail. Dharmaguptaka Vinaya non-offenses: the saṃgha grants permission by a motion and one announcement (jñaptidvitīyakarman), and the six years are fulfilled; if under six years, relinquishing the old one and making another new one; if obtaining what is already completed; if lacking one; or if another makes it for him, it is all permitted.
