Precept 86: Needle cases made of bone, ivory, or horn. The five conditions are the same as above. The Sarvāstivāda-vinaya-vibhāṣā says: Because it is a small item, it is not included among the thirty [naiḥsargika-pāyattika precepts]. Furthermore, it ought to be broken. If returned to the owner, they will not accept it; if given to another, it gives rise to distress in the owner; if it enters the Saṃgha, it is non-Dharmic; therefore it must be destroyed and discarded. In the Vinaya, non-offenses include: if made of copper, iron, lead, tin, pewter, bamboo, wood, reed, or śara grass and used as a needle case; or using ivory or horn to make the tip ferrule or bottom socket of a khakkhara staff, the hub-socket and ferrule or bindings of an umbrella, or making curved hooks, tongue-scrapers, ruyi sceptres, rings, buttons, spoons, ladles, robe clips, eye-applicators, sweat-scrapers, toothpicks, ear-picks, meditation weights, or nasal fumigation tubes—none of these constitutes an offense.
