In the first, we first clarify the qualifications of administrators, and afterwards explain the differences in misappropriation. Why is this so? If one does not precisely understand the Vinaya Piṭaka and skillfully comprehend proper usage, and instead disposes of matters relying on one's own mind, it mostly results in theft and loss. The characteristics are as explained below. Therefore, sūtras such as the *Ratnarāśi-sūtra* and the *Mahāsaṃnipāta-sūtra* state: "Property of the Saṃgha is difficult to manage; the Buddha-Dharma has no owner. I allow two kinds of people to manage the property of the Three Jewels: first, arhats; second, srotāpannas." Why is this so? Because the remaining bhikṣus are incomplete in precepts and unequal in mind; such people must not be allowed to serve as administrators. There are a further two kinds: first, those able to purely uphold the precepts and recognize karmic retribution; second, those who fear offenses in future lives, possessing shame, conscience, and a mind of remorse. Such two kinds of people are themselves free from blemish, and guard the minds of others; this matter is extremely difficult, and so forth. Such being the noble teachings, this serves as a great admonition. Those who transgress immediately due to this do so out of foolishness and arrogance. Therefore the Vinaya states: "I say that this person is a foolish pārājika," and so forth (all meaning that failing to rely on the Buddha's teachings and relying on one's own mind, one secretly commits grave offenses).
