The Sarvāstivāda [-vinaya-vibhāṣā] states: "One must not place flowers, incense, necklaces, or adornments upon the Buddha's body, but one may scatter them on the ground; the same applies to making offerings to the saṃgha. One must not place incense and flowers on broths, food, or drink to offer to the saṃgha." The Five Hundred Questions states: "Banners previously offered to the Buddha may be taken for other Buddha-affairs; if the donor does not permit it, one may not." The Sarvāstivāda [-vinaya-vibhāṣā] states: "If the food is [offered on] the Buddha's ordination anniversary or the like, even if one previously handled it, one may subsequently buy and eat it, because when handling it there was no thought of it being one's own."
