Regarding timely offerings, there are two types: First, the timely present-offering. This occurs when a donor brings robes and goods to the retreat dwelling, counts the number of retreatants, and distributes the robes and goods individually to each. No karman is needed; it is simply distributed directly, because four factors are fixed: 1. The time is fixed, being identically the sixteenth day of the seventh month; if the retreat is not yet complete, accepting the robes incurs an offense. 2. The place is fixed, being identically the earlier retreatants within this boundary. 3. The persons are fixed, being not those from outside the boundary, but those who are present and dwelling together. 4. The procedure is fixed, which simply consists of counting heads and drawing tally-sticks among them to make the distribution. The Dharmaguptaka Vinaya states: One must not hold a retreat in a different place and accept robes in another place. Even before the retreat has ended, one must not solicit robes or accept robes. It also says: If the saṃgha obtains retreat robes and splits into two factions, make them count the number of persons and distribute them. It also says: If one gives three robes to the Buddha and two pieces of cotton cloth to each monk for the sake of the retreat, and if one sets aside the retreat food to divide it, the Buddha said: "Food follows the intention of the donor and should not be divided."
