Under "Announcing to the Assembly": first it concludes the two preceding announcements. Chanting again about the unordained: first, to let them recognize the ancient method; second, to accommodate other schools concurrently. From "Internally..." onward, it directly states what is to be done. "Free of obstacles" refers to the eight difficulties and remaining contingencies. Chanting one's own name is to let the assembly know thoroughly, which corresponds to the *Mahāsāṃghika* saying "who should circulate the tallies." From "The saṃgha should..." onward, it requests them to receive the tallies. Saying "in accordance with the Dharma" refers to the previous *Mahāsāṃghika* text ordering them to remove leather shoes, bare one shoulder, and so forth. "The one entrusted" is the one granting consent (chanda): when conveying consent on behalf of another, one must receive the tally in his stead; nowadays people are ignorant and mostly do not practice this.
