事宗中，初科。注文斥古羯磨。言通用者，二名無異故。不了彼此者，華梵齊舉故。如〈羯磨篇〉中已明。不得下，遮濫。指過斥非，在文可見。

In "The Principle of Transactions," the first section: the notes rebuke the ancient karmavācanā. "Used interchangeably" means because the two names do not differ. "Not discerning the one from the other" means Chinese and Sanskrit are mentioned together, as already explained in the "Chapter on Karmavācanā." From "Must not…" onward prevents abuse. Pointing out faults and rebuking errors can be seen in the text.
