三中。此出《僧祇》。（古記將此為本律一直者，非。）未說序者，謂作白纔竟也。問：必未作白，難至如何？答：不成略法，理須再說。或待難靜，或出界外；或眾或別，隨緣作之。

In the third, this originates from the Mahāsāṃghika-vinaya. (Ancient commentaries taking this to be the one straightforward [extensive] procedure of our root Vinaya is mistaken.) "Not having recited the prologue" means the motion has just been completed. Question: If the motion has definitely not yet been made and a difficulty arrives, what should be done? Answer: It does not constitute an abbreviated procedure; by principle one must recite it again. Either wait until the difficulty is quieted, or go outside the boundary; perform it either as a community or individually, according to circumstances.
