In "Inquiring into the Purpose": the first part picks up the preceding sūtra text to form an inquiry, meaning that since that sūtra is already clear, there would be no need to make distinctions here. "Fearing that..." indicates the purpose. The upper line points to confusion. The "essence of the schools" refers to what was determined above. The next line wards off error. "Right and wrong" refers to the conflation of transformation and practice. People in the world hear from the Vimalakīrtinirdeśa that arousing the mind is full ordination, and they falsely judge the presence or absence of precepts. Or, being confused about the three natures when violating prohibitions, they claim that karmas are all of a single grade; or they say that managing merit while violating precepts entails no fault; or, clinging to mental contemplation, they violate the Vinaya rules; or, claiming that by steadfastly keeping precepts there is no need for wisdom contemplation; or, relying on the two types of repentance in the Vaipulya sūtras, they claim that offenses against prohibitions are completely extinguished; or, relying on the six disciplinary cures of the classes and groups, they claim that inherent karma is completely eradicated. Thus there are those who rely on the Great Teaching to repent a pārājika and then make up the quorum of the Hīnayāna saṃgha. Such confusion and conflation has persisted from ancient times to the present. When reaching the chapter on "Confession" below, it will be explained more extensively. "Therefore..." clarifies what is established now. Extending to future generations so there will be no more errors and confusions, it says "forever used", and so forth. "To eliminate" means to differentiate. Chapters such as "Stating the Primary Concern", "Regulations for the Saṃgha", "Methods of Confession", and "Śrāmaṇeras" all distinguish between the two teachings; examine them when encountering the text.
