五德行事，和僧中，初文，前示威儀。今時多在僧前，禮已和白。不應下，遮非。

In the five virtues conducting the business, harmonizing the Saṃgha: in the first text, first, showing the deportment. Nowadays, most do so before the Saṃgha, paying respects and then announcing the harmony. From 'should not' below, precluding improper [practices].
