In the section on making the declaration to one another, it first cites the holy model, admonishing that one must emulate what was done above. If even the Great Sage did so, how could ordinary worldly beings below fail to observe it! The Commentary quotes in full: "The Buddha, sitting on a grass mat, told the bhikṣus: 'Each of you sit on a grass mat.' After a long silence, he addressed the bhikṣus: 'I wish to receive the [pravāraṇā of the] year. Have I any faults toward the community? Have I not offended in body, speech, or mind?' Having repeated this up to three times, Śāriputra said: 'There are no faults of the three actions. Why is this so? You deliver those who are not delivered, you act as the physician king of eyes, the Lord of the Great Thousandfold Realm; what fault could you have!'" Pointing to the Xinsui Jing (Sūtra on the New Year), it says: "At that time, the trichiliocosm trembled in six ways; ten thousand bhikṣus attained the traces of the Way, eight thousand bhikṣus became arhats; and in the air, eighty-four thousand devas all generated the mind for the unsurpassed, correct, and true Way, and so forth."
