反治中，初簡五德不治。有二義故，一是眾差，二謂具德。言推繩者，覈實加刑也。不同下，次明別人須治。反前二義，在文顯然。

Regarding reciprocal discipline, it first excludes the [monks of] five virtues from being disciplined. There are two reasons: first, they were appointed by the sangha; second, they possess the virtues. 'Applying the chalk-line' means investigating the facts and imposing penalty. 'Unlike,' below, next clarifies that specific individuals must be disciplined. This inverts the previous two reasons, which is obvious in the text.
