僧具缺中，初舉極位僧，辦法備故。若下，明次位僧被事不足故。指後法者，令發露也。

In the completeness and deficiency of the sangha, it first mentions a sangha of the highest rank, because the preparations for the transaction are complete. 'If,' below, clarifies that for a sangha of secondary rank, the matters handled are insufficient. Pointing to the subsequent rite means making them disclose [their offenses].
