Under the first question: in the answer, "sufficient for Saṅgha punishment" means that the higher can encompass the lower. Discussed provisionally, in terms of full execution, twenty persons are required; it does not mean that the grand assembly may perform the mental resolution, but merely that considering the greater number of people, it can be executed. "An individual person not exhausted" means that the lower cannot encompass the higher. In terms of the seven groups, three levels must be distinguished: first, those dealt with solely by the Saṅgha, which are three: pārājika, saṅghāvaśeṣa, and grave thullaccaya. Second, those dealt with solely by individuals, which are six: medium and light thullaccaya, pure pāyattika, prātideśanīya, and grave and light duṣkṛta. Third, those common to both Saṅgha and individuals, which is the repentance of nissaggiyapāyattika. Pavāraṇā gathers the Saṅgha and must require purity of practice; manifested inwardly without concealment, and stated verbally without flaw—hence it says "raising the mind corresponds to the Saṅgha." However, although the verbal marks of the two procedures of facing another and mental resolution differ, both require purity of essence before one is qualified to declare them.
