Under the eighth question: when there is a cause, abbreviating is permitted; how is it when there is no difficulty? Fearing that it would lead to lax practice, a question and resolution are necessary. In the answer: the Vinaya explains that the ṣaḍvargika monks, fearing that other bhikṣus would perform karmas against them and suspend their pavāraṇā, produced various faults. The text lists seven kinds: five are non-Dharmic, and two are of a splinter Saṅgha. Because of their making one or two declarations, the Buddha immediately prohibited it, ordering that from now on pavāraṇā must be done with three declarations. "Whispering" means speaking in a low voice. The Buddha said: one should perform pavāraṇā clearly, sufficiently for others to hear. "Hurriedly" means speaking rapidly; the Buddha said: one should perform pavāraṇā slowly.
