In [the section on] the robe-substance, there are four [parts]. First, it indicates the substance. If one obtains new cloth, that is a timely or untimely gift, originally not given to make a kathina robe. That which is given by a dānapati is given specifically for making a kathina robe, and applies generally across all seven assemblies. From 'rag-robe' downward: according to the Vinaya, there should be the two sentences 'if it is a new robe' and 'if it is an old robe,' both of which merely explain the aforementioned rag-robe. 'Patching clean cloth onto new material' means patching the aforementioned new robe with old cloth. 'Washing, stitching, and purifying' explains that for the aforementioned old robe, one need not trouble to patch it further. (The item 'arrived on that very day', according to the Vinaya, sits above the characters 'in accordance with the Dharma'; it is now classified below.) From 'not by means of' downward, it next explains seeking and begging free of faults. Next, it lists six kinds. The first five eliminate what is incorrect, as explained in the chapter on the 'Two Robes'. The last one reveals what is correct, meaning what is given by fellow monastics, declaring the extra goods clean. (The Mahāsāṃghika-vinaya also says: 'Clean wealth may be used to make it.') Third, the aforementioned 'arrived on that very day' and 'in accordance with the Dharma'—these two explain the procedure of reception. 'In accordance with the Dharma' means that the following screening of persons and performing of the rite must all conform to the teachings. From 'bordering all four sides' downward, fourth, it explains the method of making the robe, which again has three parts. First, it indicates the borders and strips. 'If it exceeds this' refers to the seven-strip robe and the great robe (saṅghāṭī). It should be said: the seven-strip robe has twenty-one panels, and the great robe is similarly increased. From 'one should oneself' downward, it explains cutting and making. It merely indicates the lower robe; the rest can be deduced by analogy. Next, it explains the color and marks. In the Vinaya, because the group of six [bhikṣus] dyed robes with broad colors and made them using brocade and white cloth, the Buddha accordingly instituted a prohibition. The Vinaya says: 'How does the Saṃgha not succeed in receiving the kathina robe? That is, by not washing, not pressing, not repairing, not sewing the border, not cutting panels, not binding the edge (not stitching the border seam), not attaching loops, not making corner-leaves, not attaching hooks, obtaining it through wrong livelihood, obtaining it through flattery and deviousness, obtaining it through hints, obtaining it through provocation, failing to abandon and incurring a pāyattika for an overnight robe, not declaring it clean (the previous failure to abandon and incurring a pāyattika also includes being separated from the robe), not having it arrive on that very day, receiving the robe not in accordance with the Dharma (which is understood as the opposite of the aforementioned 'in accordance with the Dharma'), not sewing borders around the four sides (these three from here downward are cited later in the screening of persons), not receiving it before the Saṃgha, if there are perils, or if one resides outside the boundary. Such cases all do not succeed; the opposite of these, then, succeeds.'
