Third, in explaining the screening of persons, first, in screening the recipients, there are four kinds in the Dharmaguptaka. 'If there are perils' refers to perils of kings, robbers, and the like, in which the Saṃgha may not receive [the robe]; this screens the recipients. The Precept Commentary says: 'The Vinaya states: if there are perils, there is no great robe; now since there are robber perils, it is not permissible to receive it; without perils, it should succeed.' (The passage appears in the precept on being separated from robes in an araṇya; ancients said this refers to the thirteen ineligible persons, which is an error.) 'Lacking a saṅghāṭī' is not the original intention behind the exception, as in the previous condition. If so, if one lacks the lower two robes, is the reception accomplished or not? Answer: The text does not screen them out; by contemplating it, this can be known. 'Residing outside the boundary': though their bodies are present, they are not counted in the quorum.
