《善見》，初通簡是非。文中必該中安居不安居者。若下，別示界外。初不滿，及後滿五不解，竝簡異界不得。中明僧及沙彌，僧為受已，成足得利，竝顯當界成受。（謂請僧為受戒已，但共新戒受衣。）

The Samantapāsādikā first screens right and wrong in general. The text must encompass those who observe the middle retreat and those who do not observe the retreat. From 'if' downward, it specifically shows those outside the boundary. First, falling short of five, and later, reaching five without dissolving [the previous boundary], both eliminate [those of] a different boundary as ineligible. The middle [passage] clarifies that with monks and novice monks, once the monks have conferred the precepts for them, they are counted toward the quorum and obtain the benefits; both show that within the boundary, the reception is accomplished. (This means that after inviting monks to confer the precepts for them, one only receives the robe together with the newly ordained.)
