In explaining the general meaning: the vinaya lists eight kinds, the third being striking the ground to make sound; here it is abbreviated to seven, for what reason is not clear. Measuring the shadow means fixing the time to cause them to assemble. Among the eight, smoke and shadow are form; the remaining six are sound. Moreover, calling out an announcement involves sentient beings, while the rest are all insentient. From "also" downward shows the general application. This clarifies that the vinaya is not restricted to monastics, its intent being to manifest general application to laypeople. The passages cited above, which confirm who can strike, covertly refute the erroneous attachments of the time. The *Bhikṣuṇī Manual* states: "Nowadays, the monks and nuns of various monasteries establish regulations not permitting śrāmaṇeras and white-robed laymen to strike the bell; this is profoundly deluded about the teaching."
