The title says "Completing the Quorum." "To complete" (zu) is like "to fulfill." That is, completing or not completing [the quorum] in the Vinaya, as fully cited below. There are seven ranks of numbers, beginning with one person and ending with twenty. However, at present it is mostly explained based on assembly acts; yet confronting another and mental resolve must equally accord with the Dharma. The Commentary states: "One person reciting the precepts accomplishes an exposition of the teaching equivalent to that of a hundred thousand; hence this may be known." However, because the text below mostly clarifies incomplete numbers, in order to reveal what constitutes completion, the chapter title is designated based on capability. As for "the marks of the multitude": some editions have "marks of the Saṅgha," and people then explain that Saṅgha translates as "multitude." Here it is not so: the four cases distinguish and differentiate, and their marks are not single; hence it says "multitude." As for "attaching the dissenting multitude": completing the quorum and being a dissenting [assembly] are related; they are placed together because they belong to the same category.
