In stating the intention for what follows, the first two sentences clarify how one leads to the other. Although the Saṅgha has already gathered, genuine and counterfeit are mixed together; the Dharma relies on people to propagate it, and if people go astray, the Dharma is ruined. Prohibiting them and ordering screening—the intention behind this may be understood. From "if" onward, it indicates two paths: from the beginning up to "use by the Saṅgha," it clarifies that the essence is deficient while the marks are sufficient. This is one path, which is the third case. From "must" up to "subsumed by the Saṅgha," it clarifies that the marks are contradictory while the essence is pure. This is one path, which is the first case. Relying on matters in relation to conditions all refers to the external marks of the three karmas. From "with" onward, it takes up what precedes to introduce what follows. "Screening" refers to the four cases below. Right and wrong are based on what is screened. Acceptance and rejection rely on the use by the Saṅgha.
