In the third category, 'Manifesting the Marks': the first sentence indicates the number. That is, twenty-three persons. From 'Based on' onward, it explains the reason; the upper part clarifies that not speaking constitutes sufficiency. From 'If' onward, it shows that even if one speaks, it is still effected. Speech originally aims at making it known; since the assembly does not know, it is the same as not speaking; such as speaking in a concealed place or speaking elsewhere, and so forth.
