Under "The Intent of the Prohibition," it first presents [the heading]. From "Whenever" onward, the explanation is divided into two. First, it narrates the Saṃgha's business. "Body and mind" is spoken for the time being in contrast to those who do not give chanda and come; it is visible compared to the above. Some say the phrasing is abbreviated, but the meaning necessarily includes speech. From "Supposing" onward, it clarifies the procedure for chanda. Above it clarified that not granting the allowance would miss the occasion; therefore, below it demonstrates that establishing the procedure results in benefit. The occasion is slow while the teaching is urgent, hence it says "not identical." "That" refers to the Saṃgha's business; "this" refers to the condition for chanda. Both the Saṃgha and private matters are accomplished, hence it says "both are settled." From "Conditions" onward, it concludes and demonstrates.
