In explaining "in accordance with the Dharma": First, the text cites and explains it. Below, it indicates improper circumstances. For "as in the 'Saṅghanet' [Chapter]," that chapter lists more than twenty items, extending to demanding wine and meat, matchmaking, arraniging pure attendants, and buying and selling slaves. For matters such as these, one must not confer [chanda]. From "This..." onward reveals that it is universal. In the Vinaya, it was also because the ṣaḍvargikas mentioned the matter (meaning the matter in the saṅgha, such as saying "conferring chanda for the matter of receiving the precepts"), other matters arose in the saṅgha, delaying the ritual transaction. The Buddha said that one should not mention the matter, but permitted conferring chanda and pariśuddhi for a legitimate sangha matter. As for "all ritual transactions," one must exclude demarcating the sīmā.
